Hamilton, NJ: 85 concerned citizens, former legislators, candidates for election and county election workers from across the state of New Jersey attended the first Citizens for NJ Election Integrity (C4NJEI) conference on June 25th at the Hilton Garden Inn in Hamilton NJ.

C4NJEI founders Lynne Lippincott, Mark Flaherty and Mark Demo welcomed the group and challenged the participants to become involved in their local elections process and to build bridges with their local election staff.
Federal and State Elections Laws
William Eames of Working Together New Jersey (WTNJelections.org) took the group though key Federal and State elections laws as well as those that have been proposed and then led a discussion on the impact of each of the proposed laws.

3 Pillars of Election Law
Dana Wefer discussed the 3 pillars of election law (a) who votes, b) how we vote and c) how votes are counted). Ms. Wefer also discussed problematic areas of interaction between the Federal and State election law, and she provided an update on her Mercer County NJ lawsuit.

Lunch Session – Citizens for NJ Election Integrity
Lynne Lippincott and Mark Flaherty discussed the weekly Election Integrity calls hosted by C4NJEI and made a plea for participants to volunteer as poll workers and poll challengers.
Lunch Session – The Need for Internal Controls in Elections
Kathy Havardansky (former auditor) and Mark Demo (former banker) review the need for internal controls in the voting process and propose a few key reconciliations that could easily be performed to increase voter confidence in the elections process.
An Overview of NJ Voter Registration Trends & Data Quality Issues
Dave Carver reviewed key NJ state-wide voter registration and participation trends. Dave also provided insight into NJ Voter Registration data quality issues and revealed how effective each of the counties are in managing these data quality issues.

Q&A with Donald Katz, Attorney and Commissioner, Middlesex Board of Elections
Donald Katz (Middlesex BOE) answered audience questions in a robust discussion on the role of the Board of Elections in the elections process. Don also shares his views and experience on numerous subjects including current election legislation, the accuracy and security of the vote and many more topics.
Speaker Bios
Dana Wefer

Dana is a NJ litigator devoted to the Constitution and the preservation of privacy and liberty. Her 2010 NJ Supreme Court case Mazdabrook Commons v. Khan resulted in an expanded interpretation of the right to free speech under the NJ Constitution.
Since 2020, she has been litigating cases related to covid tyranny including State v. French, in which she secured an appellate division decision reversing the conviction of a NJ citizen who was convicted of violating Governor Murphy's "lockdown order." She has pending cases against Governor Murphy and President Biden challenging their covid shot mandates and against Governor Murphy concerning his testing mandate.
She is also active in the areas of parental rights, home education, and election integrity.
Ms. Wefer was a fellow at the Eagleton Institute of politics. She holds a J.D. from Rutgers University, a B.A. in philosophy and political science from Rutgers University, and an M.S. in Biotechnology.
Bill Eames

Bill’s journey into civics and public policy began at Kent State University in Ohio. As news director of the university's radio stations, he was smack in the middle of the turmoil and riots that left 4 Kent State students dead in 1970.
He went on to work as news director of several radio stations, then became Executive Director of the Atlantic City Chamber of Commerce, and Senior VP at the Newark (NJ) Chamber of Commerce.
Bill was executive director of the New Jersey Tooling & Manufacturing Association, and after 30 years in the business world, went on to teach middle school Social Studies.
In recent years, he has been a national instructor for the Center for Self-Governance, and he and his wife, Barbara, are co-founders of the "Working Together for New Jersey" coalitions.
Dave Carver

Dave Carver, a seasoned pharmaceutical executive, transitioned to a remarkable mission after an accident left him a quadriplegic: ensuring the accuracy of New Jersey’s voter rolls.
His expertise in data analysis and anomaly detection led him to meticulously evaluate state voter registration data uncovering inconsistencies and identifying trends.
His introduction to voter data came in 2008 when he was asked to join a local mayoral campaign. Over the next decade, he became an expert at the local level working with multiple candidates for council. In 2020, he worked with the Morris County Republican Committee on the analysis of the county GE2020 vote by mail results. For the past 3 years, he has been working on detailed analysis and understanding of the entire NJ voter data with a group of volunteers from across the state. In 2023, he was asked to Chair the Election Integrity Network’s weekly Voter List Management Zoom Meeting teaching teams across the US how to understand and analyse their states voter data. He believes that citizens should have the same expectations of how the state manages voter data as the government’s expectations of his organizations management of their regulated business operations.
Donald Katz

Don, the longest-serving State Committeeman on the NJ Republican State Committee, has served as Counsel to the Middlesex County Republican Organization for almost 40 years and has presented numerous seminars on Election Day challenging and other election law matters, (including vote-by-mail), for almost 45 years. He is the author of the Middlesex County Republican County Committee Handbook, now in its 11th Edition. Don has been involved in election law since he attended his first recount in 1970 as a college student. He was appointed by Governor Kean to the NJ Election Law Advisory Council in 1989 in recognition of his election law expertise.
Don has been a Commissioner of the Middlesex County Board of Elections since 2004 and has been active with the Republican Party in New Jersey since he first started as a teenager in 1964 passing out literature for Barry Goldwater in the Jewish sections of Perth Amboy. Over the years, he has held many different positions such as a campaign manager for a congressional and an assembly campaign, as a municipal party chair, candidate for county office, etc. He has chaired many Middlesex County “Lawyers For” groups and election day challenger operations for numerous Republican candidates for many different offices, including for Governors Kean, Whitman, and Christie, and served as part of the leadership of many statewide
